San Francisco’s Allocation of Funds for Black and Latino Transgender Projects Raises Public Interest

Judicial Watch reveals that San Francisco directs tax dollars towards black and Latino transgender individuals through its “Guaranteed Income for Trans People” (GIFT) program, offering unrestricted financial support.

What Is the GIFT Program?

The GIFT program was set up to provide financial support to those who identify as transgender and extremely low-income (<30% of Area Media Income, approximately less than $28,000 per year for a household of one person). 

Records Exposed San Francisco’s Priorities

With 1,719 pages of records obtained through a California Public Records Act request, Judicial Watch uncovered the city’s distribution of funds in the GIFT program.

San Francisco’s Taxpayer-Funded GIFT Program

The documents revealed that the GIFT program has been using taxpayer funds to provide $1,200 monthly for up to 18 months to low-income transgender individuals in San Francisco.

This program has been set up and distributing funds for several months now.

The Mayor Announced the Program

Mayor London Breed first announced the program on November 16, 2022. It began distributing funds in January 2023.

Racial and Sexual Identity Quotas Set

The program explicitly sets quotas based on race and sexual identity, prioritizing black and Latinx transgender women with statements like, “The program enrollment will ensure the 55 participants is 66% BIPOC, at least 30% Black Trans Women, and at least 20% Latinx Trans Women.”

Benefits Extended to Illegal Immigrants

The records obtained by Judicial Watch showed that the taxpayer-funded “Guaranteed Income for Trans People” (GIFT) program also allowed illegal aliens and people who “engage in survival sex trades” to apply. 

Unrestricted Use

One thing that was not found in the records was any restrictions for the intended use of the funds. It’s not just unrestricted money being provided, either. 

Health Services Are Also Included

The program stated this regarding health services, “Lyon-Martin Health Services will provide wrap-around peer-led services such as gender-affirming primary medical and holistic care, gynecological and sexual health care, mental health services, case management, crisis response services, financial literacy training and workforce development services, and outreach and harm reduction services, to the enrollees.”

More Money Toward Racial Equity Training

The Treasurer & Tax Collector’s Office in San Francisco hired a firm to implement a racial equity initiative, focusing on leadership assessments, staff training, and restorative justice dialogues. All these “extra” costs have been added to the budget.

Judicial Watch President Tom Fitton condemns San Francisco’s policies, stating, These disturbing new documents confirm how, among other leftist extremist policies, San Francisco is abusing tax dollars to give cash to individuals based on race and transgender quotas.”
